Ring of Elysium has announced free DLC gear claimable now. The downloadable content was released alongside a patch on October 1, 2018. The DLC will have to be downloaded through your steam client, and is not claimable in game until downloaded.
The easiest way to claim your DLC is by going to this link in your Steam browser:

Once you are at that link you will click the green download button next to the word free.
After the DLC is done downloading you can open your game, claim your reward, and apply it to your character on the appearance screen.
